The reason the Minister of Education and Culture issued a discourse full day school in public elementary school is that children are not alone when parents are working and that children can have activities that are not illegal in daylight when his parents came home from work yet. These fundamentals is considered less powerful for public elementary school because a lot of things that should be considered by the government in addition to it, is as follows. First, the number of housewife much, they decided to be a housewife with the intention of taking care of children. Second, the government must make the first study on the functions and benefits of elementary school full day, whether it is well programmed and done well, or just hold students do not go home without obvious action? Third, the government must make an assessment of the resilience of children to learn the full day because it takes a physical endurance. Fourth, during this public school is also an option for free. If the school until the afternoon, so that many feared would levy will burden the parents. Fifth, full day can indeed make up the work of teachers who currently have the professional allowance, especially for public school teachers, but to maximize the function of teachers in schools could be any other way than to maximize the time of return of students, such as by conducting activities that promote and develop the profession. The judicial review hearing of the National Education System Law (Sisdiknas) at the Constitutional Court (MK) revealed that the government needs two-thirds of the budget to make elementary and middle school education free in both private and public schools. "The budget shortfall to make elementary and middle schools free, including private education, is estimated at around IDR 418.1 trillion," said Head of the Planning Bureau of the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) Vivi Andriani in her presentation before the panel of judges on Tuesday (23/7/2024). She explained that the total funding needed to make public and private elementary and middle schools free are IDR 655.2 trillion.
The estimated cost for personnel and operational costs is estimated at IDR 354 trillion, divided into IDR 287.6 for public education units and IDR 66.4 trillion for private education units.
